Professional Versus Political Contexts: Institutional Mitigation and the Transaction Cost Heuristic in Information Systems Outsourcing

چکیده
IS research has considered the outsourcing decision from the perspective of transaction cost economics (TCE) and institutional theory. In this research, we consider how the appropriation of the logic of transaction cost economics is contingent on decision makers’ institutional context. The institutional contexts contrasted are professional versus political Ritu Agarwal was the accepting senior editor for this paper. Patrick Chau was the associate editor. In a survey of 214 city governments in the United States, we substantiate the existence of these two institutional contexts, a distinction that has been noted to extend into the private sector as well. Subsequent analyses of the moderating effects of institutional context on the application of the TCE heuristic to the outsourcing decision revealed the following: The institutional context moderated the impacts of “human frailty” conditions—of opportunism and bounded rationality—and of transaction frequency on outsourcing decisions. In professional contexts, opportunism reduced outsourcing and frequency increased outsourcing; in political contexts, bounded rationality fostered outsourcing and frequency dissuaded outsourcing. However, no institutional moderation was noted for the situational conditions of asset specificity and uncertainty. Instead, situational conditions were found to increase the incidence of outsourcing across both contexts. Findings about the contingent effects of human frailty conditions augment our understanding of the outsourcing phenomenon by emphasizing that decision makers’ attentiveness to the logic of transaction costs during outsourcing is shaped by their institutional context. Findings with regard to situational conditions suggest a need for future research to consider the role of another contextual factor—resource munificence—in mitigating the effects of situational conditions on responses to transaction costs.

Information Systems Outsourcing: Linking Transaction Cost and Institutional Theories
In this article, we apply transaction cost theory (TCT) and institutional theory to the realm of IS outsourcing. TCT posits that firm’s outsourcing governance is influenced by transaction cost factors, namely, bounded rationality, opportunism, and risk. Institutional theory, on the other hand, has been advocated to explain non-choice behavior of organizations in the context of competitors, norm...

While many studies have been conducted regarding the analysis and risk assessment in the insurance, less attention has been paid to cognitive and objective aspects of uncertainty concept. The role of insurance companies to cover existing uncertainty in the framework of legal contracts can be crystallized. Thus, the measurement unit of dealing between insurer and insured is transaction. Imper...

The information systems outsourcing market has seen rapid growth. Companies are increasingly choosing to outsource many of their information systems activities to services firms rather than sourcing them internally. This trend is inconsistent with the predictions of some of the published literature which point to the high costs of using an outside market. These articles, based on transaction co...

Plain language summary: The rules for business vary not only between countries, but within countries. Subsidiaries of multinational enterprises (MNEs) thus have to consider both the national level and the local context when designing their business practices. To examine this impact, we study R&D outsourcing in four Eastern member states of the European Union, and find that local R&D outsourcing...

The question concerning the circumstances under which it is advantageous for a company to outsource certain information systems functions has been a controversial issue for the last decade. While opponents emphasize the risks of outsourcing based on the loss of strategic potentials and increased transaction costs, proponents emphasize the strategic benefits of outsourcing and high potentials of...
